Manager Procurement Job Overview

Manager Procurement is open at East African Development Bank (EADB) in Kampala. Reporting to the Senior Director, Human Resources and Administration, the successful candidate will oversee procurement planning, operations and compliance so goods, services and works are obtained transparently, cost-effectively and on time.

Key Responsibilities

• Develop the annual procurement plan and consolidate departmental requirements.
• Oversee requisitions, tender documents, evaluations and contracts within delegated authority.
• Support contract negotiations, monitor suppliers and manage contract close-out.
• Coordinate asset valuation and disposal.
• Ensure compliance with procurement policies, applicable laws and donor requirements.
• Support audits, vendor due diligence, reporting and staff development.

Qualifications and Experience

• Master’s degree in Business Administration, Procurement, Logistics Management or Supply Chain Management.
• Bachelor’s degree in Procurement, Logistics Management, Supply Chain Management, Business Administration or a related field.
• CIPS, CPSP or equivalent professional certification, plus membership in a recognised procurement professional body.
• At least seven years of relevant procurement experience, including three years in a supervisory or managerial role.
• Public procurement or donor-funded institution experience is an added advantage.
