About The Role
The Programme Officer provides technical leadership for NUDIPU’s programme on improving livelihoods and securing the rights of women and girls with disabilities in Amolatar and Kaberamaido. You will coordinate planning and implementation against approved work plans and budgets, directly supervise the two district Programme Assistants, and lead the iSAVE component, including forming and strengthening 150 inclusive savings groups.
You will also oversee disability-inclusive SRHR and GBV prevention work, map SRHR actors in each district, strengthen District Unions and Organisations of Persons with Disabilities, and make sure every activity meets NUDIPU and donor safeguarding standards. Monitoring progress against targets and budgets, overseeing data collection and reporting round out a role that combines head-office coordination with regular field support in two Lango and Teso sub-region districts.
Key Responsibilities
Programme Implementation
- Coordinate the planning and implementation of all project activities in line with approved project documents, work plans and budgets.
- Coordinate and provide technical oversight for assigned activities at district and community levels.
- Directly supervise and provide technical guidance to the Programme Assistants.
- Implement livelihood, SRH and GBV prevention activities for women and girls with disabilities.
Disability Inclusion and Accessibility
- Promote disability-inclusive and gender-responsive programming, ensuring accessibility and meaningful participation.
- Support partners and service providers to apply disability inclusion and accessibility standards.
Safeguarding
- Ensure activities follow NUDIPU’s safeguarding policies and donor safeguarding requirements.
- Support partners and community structures to integrate safeguarding, identify risks and ensure referral and response mechanisms.
Livelihoods Thematic Area
- Lead implementation of iSAVE inclusive economic empowerment activities in the district.
- Supervise and appraise district-based staff.
- Support formation and strengthening of 150 iSAVE inclusive savings groups, including mobilisation, verification and training.
- Carry out technical capacity assessments of the district and establish District Union work plans.
Inclusive SRHR Thematic Area
- Map and continuously update SRHR actors in the district.
- Ensure quality implementation of SRHR activities.
- Support teams and partners to implement disability-inclusive SRHR activities.
- Manage programme implementation, follow up the budget and project planning.
Monitoring, Learning, Documentation and Reporting
- Support development and review of work plans, implementation schedules and activity budgets.
- Monitor implementation against work plans, targets, indicators and budgets.
- Oversee data collection and management for project activities.
Qualifications & Requirements
Required Education
- Minimum of a bachelor’s degree in Development Studies, Social Sciences, Social Work, Community Development, Project Management, Gender Studies, Public Administration, International Development or another relevant discipline.
- A postgraduate qualification in Project Management, Development Studies, Monitoring and Evaluation, Gender, Human Rights or a related field is an added advantage.
Work Experience
- At least five (5) years of relevant experience in programme or project implementation, preferably in an NGO, CSO, development agency or similar organisation.
- Experience in SRHR, gender equality, GBV, safeguarding or related rights-based programmes is an added advantage.
- Experience working with Organisations of Persons with Disabilities, District Unions, local government and community-based organisations is highly desirable.
- Experience with BMZ-funded projects is an added advantage.
