About The Company
UNFPA, the United Nations Population Fund, is the UN’s sexual and reproductive health agency. Since it began work in 1969, the number and rate of women dying from complications of pregnancy and childbirth worldwide has been halved.
In Uganda, UNFPA works with government on family planning, maternal health, adolescent sexual and reproductive health, gender-based violence and population data. Its tenth country programme (CPD10) includes a Sustainable Financing Roadmap for 2026–2030 designed to shift more of the cost of these services onto predictable domestic budgets.
This consultancy focuses at national level and on the 13 SAY Plus+ programme districts in West Nile, Acholi, Karamoja, Bukedi and Busoga, working with the Ministry of Health, the Ministry of Finance, Planning and Economic Development, the National Planning Authority and Parliament.
About The Role
This consultant leads the execution of UNFPA’s CPD10 Sustainable Financing Roadmap. You will build the evidence (cost-of-inaction analyses, investment cases, budget notes and fiscal space analysis), then use it at each stage of Uganda’s budget calendar under the PFMA 2015 and Programme-Based Budgeting system: Budget Call Circulars, district Budget Framework Papers, parliamentary scrutiny, Ministerial Policy Statements and the Appropriation Bill.
You will also diagnose public finance bottlenecks, track releases and execution rates, explore IFI, results-based and private-sector financing, and transfer models and dashboards to government staff. The assignment is 100 working days over 11 months, about three days a week, supervised by UNFPA’s Programme Specialist for Population and Development and Sustainable Financing, with technical backstopping from UNFPA’s regional office in Nairobi.
Key Responsibilities
Pillar 1: Build the Evidence & Analytics
- Update, adapt and generate economic evidence and policy briefs on the cost of inaction on teenage pregnancy, SRHR and the demographic dividend.
- Develop budget notes, financing factsheets and policy briefs that quantify financing gaps and return on investment.
- Identify fiscal space opportunities, such as earmarked health revenues and taxes, and model efficiency gains in health and social sector spending.
Pillar 2: Influence Public Financing (“Spend More”)
- Work with the Ministry of Health and the Human Capital Development Programme Working Group so adolescent SRHR and TPSR priorities are integrated into Programme Budget Framework Paper ceilings during the first Budget Call Circular (September–October).
- Support pilot and scale-up districts during regional local government budget consultations (October–November).
- Prepare Budget Advocacy Briefs for MoFPED ahead of the National Budget Framework Paper submission, and support co-financing MOUs with MoFPED and MoLG (by 31 December).
- Facilitate advocacy roundtables with Parliamentary Committees on Health, Gender and Budget and UWOPA (January), and draft memo language for NBFP recommendations (by 15 February).
- Help MoH and MDAs retain DD/SRHR/TPSR budget lines in Ministerial Policy Statements, equip partners for sectoral committee hearings, and verify final appropriations (March–May).
Pillar 3: Improve Spending Efficiency (“Spend Better”)
- Analyse quarterly warrants and releases for health and social development votes to identify disbursement delays.
- Assess execution bottlenecks affecting SRHR commodity procurement and district TPSR operations.
- Conduct a public expenditure and bottleneck analysis of fund flows from MoFPED to ministries, districts, health facilities and schools.
- Evaluate value for money and equity of spending, and recommend reallocations into SRHR/DD/TPSR activities.
Pillar 4: Diversify Financing Sources
- Map IFI operations in Uganda and develop briefs to embed TPSR and adolescent health indicators in IFI programmes.
- Design options for including adolescent SRHR indicators in results-based financing frameworks, and explore blended and catalytic finance.
- Map private sector CSR and ESG partners and design public-private partnership packages.
Pillar 5: Capacity Building & Knowledge Transfer
- Transfer econometric models, dashboards and tools to MoH, MoFPED, MoGLSD, MoES, MoLG and NPA staff.
- Deliver inception and endline trainings and ad hoc technical orientations for UNFPA and government teams.
Qualifications & Requirements
Required Education
- Advanced university degree (Master’s) in Health Economics, Public Finance, Economics, Public Policy, Development Economics or a related field.
Work Experience
- Minimum of 5 years of progressively responsible experience in health economics, public financial management, domestic resource mobilisation and sustainable financing in developing countries; Uganda experience strongly preferred.
- Demonstrated expertise in investment cases, cost-of-inaction analyses, public expenditure reviews and fiscal space analyses.
- Proven high-level policy advocacy with ministries of finance and health, planning authorities, parliamentary committees and IFIs such as the World Bank and AfDB.
Additional Requirements
- Direct, practical understanding of the PFMA 2015, Programme-Based Budgeting, the Program Budgeting System, Budget Call Circulars and parliamentary budget procedures.
- Solid understanding of IFI operations, results-based financing, blended finance and private sector engagement.
- Fluency in written and spoken English.
