BRAC Uganda Bank Limited (BUBL) is a Tier II credit institution regulated by the Bank of Uganda. BRAC started microfinance in Uganda in 2006 as part of BRAC Uganda’s social development programmes, and the Bank of Uganda granted BRAC Uganda Bank its Tier II licence on 7 March 2019, allowing it to take deposits as well as lend.

The IT Security Officer supports the strategies that keep BRAC Uganda Bank’s information secure. The officer tests security safeguards, carries out risk assessments and compliance checks on running systems and new projects, recommends fixes for vulnerabilities and tracks their remediation with the departments concerned. The role also runs security awareness training and reports on vulnerabilities, breaches and attacks to the IT Security Manager.

The officer handles information security and cyber security incidents, manages access control and the user identity lifecycle, monitors access to systems and tracks controls such as antivirus and OS patches. Third-party and vendor risk is part of the job, including checking that technology suppliers comply with the bank’s business continuity framework. The officer also reviews the ICT business continuity plan, follows up audit issues and keeps governance requirements clear to stakeholders.

• Conduct IT security awareness training for system users.
• Report security vulnerabilities, breaches, attacks and awareness survey feedback to the IT Security Manager.
• Enforce and maintain policies and controls that protect the bank’s information.
• Manage remediation of audit issues raised by the Risk and Audit team.
• Review the ICT Business Continuity Management plan and make sure tests are run and failures fixed.
• Track compliance of security controls such as antivirus and OS patches.
• Manage, investigate and handle information security breaches and cyber security incidents.
• Manage access management operations, user identity lifecycle and IT security systems.

Required Education

• Bachelor’s degree in IT, Computer Science, Cybersecurity or a related field.

Work Experience

• A minimum of 2 years of experience in IT Security.

Certification

• CISSP, CISA, CEH, CISM, Security+ or another relevant certification.

Technical Knowledge

• Security: information security, risk assessment and risk management.
• Cyber controls: solid experience in cyber security controls and incident handling.
• Regulation: strong knowledge of banking regulations on cyber security and technology risk.
• Tools: vulnerability scanning and auditing tools, IDS, firewall and secure messaging architectures.

Soft Skills

• Communication: explaining security concepts to technical and non-technical staff.
• Leadership: self-motivation, leadership and interpersonal skills.
