UETCL is a public limited company fully owned by the Government of Uganda. It holds licences as System Operator, for operating the high voltage transmission grid, bulk power supply, import and export of power, and as a public infrastructure provider for optic fibre.

Its vision is to be Eastern Africa’s leading electricity transmission company, buying, transmitting and selling reliable, quality bulk power. Its head office is on Hannington Road, Kampala.

The Communication Engineer plans, installs, integrates and maintains access and transmission infrastructure, including PLCC, MPLS-TP, SDH, PDH, DWDM and OTN systems, to achieve 98% service availability.

The role ensures critical transport networks safely carry real-time SCADA data, tele-protection signals, LAN/WAN and telemetering links.

Access and Transmission Systems

• Direct and implement preventive and corrective maintenance on access and transmission systems.
• Mobilise maintenance resources, supervise work and prepare technical reports with recommendations.
• Manage PLCC, MPLS-TP, SDH, PDH, DWDM and OTN networks, applying MPLS-TP traffic engineering.
• Configure tele-protection interfaces for differential (IEEE C37.94) and distance (IEC 60255-121) protection.
• Maintain IEC 60870-5-101 and 104 SCADA interfaces supporting National Control Centre operations.

OT Network Security

• Design, configure and troubleshoot OT firewalls, secure routers and access control across transmission nodes.
• Implement QoS to prioritise grid automation, telemetering, tele-protection and SCADA traffic.
• Enforce ACLs, IPsec VPN tunnels and encryption across network segments, and carry out security patching.

Operations and Documentation

• Oversee daily network operations and resolve faults within ICT SLAs.
• Keep an accurate inventory of equipment, configurations and backups in line with BC/DR plans.
• Maintain routing, channel allocation and topology documentation in AutoCAD.

Education

• Bachelor’s degree in Telecommunication, Electrical or Electronic Engineering from a recognised university.
• Certifications in PLCC, MPLS-TP, SDH, utility communications or network security (e.g. CCNA, Fortinet, Palo Alto, Security+) are an added advantage.

Experience

• At least 2 years in network design, installation, configuration and maintenance.
• At least 1 year managing carrier or transmission systems such as TDM, PDH, SDH, DWDM, MPLS-IP, MPLS-TP and OTN in a utility, industrial or enterprise setting.
• Proven expertise maintaining critical telecom and security infrastructure.
• A valid national driving permit.

Technical Skills

• Tele-protection and SCADA: IEEE C37.94, IEC 60255-121, IEC 60870-5-101/104.
• Transport networks: PLCC, MPLS-TP, SDH, PDH, DWDM, OTN.
• Networking: LAN/WAN design, TCP/IP and QoS.
• OT security: Firewalls, ACLs and IPsec VPNs.
