Technical Assistance Services (TAS) is a specialist workforce solutions provider delivering skilled technical support to large-scale oil and gas projects across construction, commissioning, and operations phases. TAS works in partnership with TotalEnergies EP Uganda and other international operators to provide expert personnel for Uganda’s flagship energy developments, including the Tilenga Project in the Lake Albert region (Buliisa and Nwoya Districts). The Tilenga Project, operated by TotalEnergies (56.6%) in partnership with CNOOC and UNOC, involves the development of six oil fields, the drilling of approximately 420 wells from 29 locations, and the construction of a central processing facility at Kasenyi. At full capacity, Tilenga will produce 190,000 barrels of oil per day.

The Site Planning & Reporting Engineer Offsite will be responsible for developing, implementing, and maintaining the scheduling, progress control, and reporting systems that keep the project on track across all phases. This is a site-based position embedded within the EPC project controls team, working under the direction of the Project Controls Leader and Lead Planner. The role requires close collaboration with cost controllers, package management, and construction management teams to ensure consistency and accuracy of project information.

The engineer will define and update the Work Breakdown Structure, develop and revise package schedules, perform “what-if” simulations when milestones are threatened, review contractors’ progress reports and methodologies, and produce the Project Monthly Report, Project Weekly Report, and other reports as required. This is a critical project controls role where analytical rigour, proactive problem identification, and the ability to challenge contractors constructively are essential to keeping one of East Africa’s most significant infrastructure projects on schedule and within scope.

• Adopt and demonstrate exemplary behaviour with regard to HSE and implement and control HSE rules and requirements within the area of responsibility.
• Develop, implement, and maintain procedures, means, and tools to ensure the efficient organisation and operation of scheduling, progress control, and reporting activities.
• Define and update a suitable Work Breakdown Structure (WBS) complying with project needs in terms of progress control, cost control, and reporting for all phases of the project.
• Liaise with Cost Controllers to ensure consistency of information across project control functions.
• Develop, update, and revise overall package schedules as required by Package Management, and provide analyses and simulations of new schedules.
• Assist Package Management to review and comment on contractors’ procedures and schedules, scheduling and progress control methodology.
• Monitor contractors’ execution schedules, check and approve contractors’ progress measurement and progress reports.
• Analyse and perform “what-if” simulations and propose corrective actions when project milestones are threatened.
• Consolidate Ugandan content man-hours from the package.
• Define and update a suitable Monthly Report structure complying with Concessionaire/Partners and project needs.
• Perform reporting activities as informed and directed by the EPC Project Controls Leader.
• Develop the Project Monthly Report, Project Weekly Report, and any other reports as requested during all phases of the project.
• Support Package and Construction Management for all matters related to scheduling, progress reporting, and general reporting.
• Manage all activities related to scheduling and reporting as directed by the Services Leader.
• Report to the Project Control Leader and Lead Planner in a timely manner, highlighting progress and areas of concern.

Required Education

• Bachelor of Science or equivalent in an Engineering discipline or Construction Technology area.

Work Experience

• Minimum 10 years’ experience in projects, with a minimum of 5 years’ experience in planning of projects in oil and gas and/or infrastructure related industries.

Additional Requirements

• Extensive knowledge of MS Excel, MS Project, and Primavera P6.
• Well-developed analytical and reporting skills.
• Ability to coordinate and work with other teams and have basic multi-disciplinary knowledge.
• Must be able to work on own initiative and proactively interact with discipline teams to obtain information.
• Must be able to react quickly and decisively to constantly changing demands and circumstances.
• Ability to identify, analyse, and solve problems within the scope of the role.
• Ability and willingness to effectively and robustly challenge the views of contractors and internal contacts.

Technical Skills

• Project Scheduling & Planning: Extensive expertise in developing, updating, and revising project schedules using Primavera P6 and MS Project for large-scale oil and gas or infrastructure projects.
• Progress Control: Proven ability to define Work Breakdown Structures, measure progress, verify contractor reports, and maintain consistency between schedule and cost data.
• Reporting: Strong skills in developing project monthly reports, weekly reports, and ad hoc reporting packages for concessionaires, partners, and project leadership.
• What-If Analysis: Ability to perform schedule simulations, identify critical path impacts, and propose corrective actions when milestones are at risk.
• MS Excel: Advanced proficiency in Excel for data analysis, schedule tracking, progress dashboards, and financial reporting.
• HSE Awareness: Strong understanding of Health, Safety, and Environment requirements in oil and gas construction environments.
