About CoRSU Rehabilitation Hospital

CoRSU (Comprehensive Rehabilitation Services for People with Disability in Uganda) is a specialised rehabilitation hospital established in 2006 as a local NGO, located in Kisubi along the Kampala-Entebbe Road in Wakiso District. Founded with the support of CBM International, the hospital is led by Chief Executive Officer Robert Ochai and Medical Director Dr. Fisha Muhumuza, with Noah Wasswa as Head of Human Resources. CoRSU employs approximately 130 staff including orthopaedic surgeons, plastic surgeons, paediatricians, physiotherapists, orthotists, prosthetists, occupational therapists, psychologists, and nurses.

About The Role

The Senior HR Officer is responsible for overseeing and coordinating HR operations at CoRSU Rehabilitation Hospital, ensuring smooth and efficient processes across recruitment, payroll and benefits administration, employee relations, exit management, time and attendance, HR records management, and compliance. Reporting to the Head Human Resources, you will streamline HR processes, support the implementation of strategic HR initiatives, and ensure compliance with Uganda’s labour laws and CoRSU’s internal policies.

This is a senior generalist role in a specialised healthcare NGO with approximately 130 staff, including highly skilled medical professionals. You will manage the full employee lifecycle: from developing the annual manpower plan and recruiting talent, through payroll processing and benefits administration, to disciplinary procedures, exit management, and HR records. Key Responsibilities

Recruitment

  • Develop an annual manpower plan and ensure timely talent recruitment, management, selection, and deployment in line with business needs.
  • Periodically maintain updates and propose changes to the organisation structure.
  • Collaborate with hiring managers to understand staffing needs and provide guidance on recruitment best practices.

Payroll and Benefits Administration

  • Oversee the processing of staff salaries, benefits, and statutory deductions in line with policy and employment laws.
  • Review, monitor, and implement staff welfare, insurance policies, health and safety schemes in line with the Human Resource Management manual.
  • Oversee the administration and monitoring of all staff leave.
  • Monitor employee relations, welfare, and wellness programmes.

Employee Relations

  • Monitor and implement disciplinary and grievance procedures and policies and report recurrent staff issues.
  • Serve as the first point of contact for employee relations issues, providing guidance and support to resolve conflicts and address employee concerns.
  • Ensure that employee relations practices align with organisational policies and legal requirements.
  • Foster a positive work environment and promote a culture of open communication and collaboration.

Exit Management

  • Manage staff separation in line with policies and employment laws.
  • Periodically monitor, analyse, and disseminate staff exit information to all key stakeholders.

Time and Attendance Management

  • Monitor and manage employee time and attendance, including tracking leave and ensuring accurate and timely reporting.
  • Implement and maintain timekeeping systems (leave tracker) to ensure compliance with organisational policies and local labour laws.
  • Address and resolve any time and attendance discrepancies in collaboration with relevant departments.

HR Records Management

  • Update and maintain the Human Resource Information System in line with HR policy.
  • Submit periodic reports as per the department work plan.
  • Maintain accurate and up-to-date HR records, including employee files, contracts, performance reviews, and timekeeping records.
  • Ensure the confidentiality and security of all HR records in accordance with organisational policies and data protection regulations.
  • Support the development and implementation of digital HR record-keeping systems.

Financial Management

  • Support the HR budget process as per set guidelines.
  • Monitor and control the allocated budget in line with metrics in the approved strategic plan.

Risk Management and Compliance

  • Support implementation of HR risk mitigations and keep track of them.
  • Ensure CoRSU HR policies and regulatory compliance in execution of activities.
  • Adhere to all CoRSU policies and procedures.

Qualifications & Requirements

Required Education

  • Bachelor’s degree in Human Resource Management, Business Administration, Industrial/Organisational Psychology, or a related field.

Preferred Certification

  • Professional qualification in Human Resource Management, such as CIPD, CHRP, or equivalent, is an added advantage.

Work Experience

  • At least three to five (3-5) years of progressive experience in Human Resources, with experience in a senior HR or generalist role.

Additional Requirements

  • Good knowledge of Uganda employment and labour laws, statutory requirements, and HR best practices.
  • Experience using HRIS and digital HR systems.
  • Proficiency in Microsoft Office applications, particularly Word and Excel.

  • HR Operations: Proven ability to manage the full employee lifecycle: recruitment, payroll, benefits, employee relations, exit management, time and attendance, and HR records in a generalist capacity.
  • Labour Law & Compliance: Good knowledge of Uganda employment and labour laws, statutory requirements (NSSF, PAYE), and the ability to ensure organisational compliance.
  • HRIS & Digital Systems: Experience using Human Resource Information Systems and digital HR tools for record-keeping, leave tracking, and reporting.
