Pearl Bank Uganda (formerly PostBank Uganda) is a Tier 1 commercial bank wholly owned by the Government of Uganda through the Ministry of Finance, Planning and Economic Development. The bank’s heritage spans over 28 years, tracing back to the Post Office Savings Department established in 1926, incorporated as PostBank Uganda in 1998, and elevated to Tier 1 commercial bank status in 2021. The rebrand to Pearl Bank was approved by shareholders in June 2024, with the Bank of Uganda granting the new operating licence under the direction of Managing Director Julius Kakeeto.

The Manager Solution Quality Assurance & DevOps is the guardian of technical excellence at Pearl Bank Uganda. You will own the entire spectrum of quality assurance, from code to production, and manage the end-to-end software delivery pipeline. Reporting to the Head Innovation & Digitization, you will integrate quality and security directly into the development lifecycle (Shift-Left), ensuring that every solution is resilient, secure, and production-ready before reaching customers.

You will lead two specialised teams (QA Engineers and DevOps Engineers), own and optimise the CI/CD pipeline using GitLab, manage a hybrid Windows/Linux infrastructure stack with Docker and Kubernetes, and drive DevSecOps by embedding SAST, DAST, and SCA scanning into the pipeline. You will define quality gates, establish code quality standards, and serve as the key liaison between engineering, IT Operations, the CISO Office, and Risk. Strategy and Framework

• Develop and implement an integrated strategy for Quality Assurance and DevOps that aligns with the unit’s goal of rapid, reliable, and secure software delivery.
• Define and govern quality gates, security checks, and deployment pipelines across the entire SDLC.
• Champion a “Quality as a Culture” mindset across the engineering and business analysis teams.

Quality Assurance and Testing

• Lead the team in designing and executing comprehensive test strategies, including manual, automated, performance, and regression testing for both front-end and back-end systems.
• Establish and enforce code quality standards through static code analysis, peer reviews, and metrics, ensuring maintainability and reducing technical debt.

DevSecOps and Security QA

• Integrate security testing directly into the CI/CD pipeline.
• Oversee SAST, DAST, SCA, and container security scanning to identify and remediate vulnerabilities early.

SDLC Process and Risk Management

• Own and continuously optimise the SDLC process by identifying, assessing, and mitigating risks related to software quality, security, and production deployment.

CI/CD Pipeline and Infrastructure

• Own and optimise the end-to-end CI/CD pipeline using GitLab CI/CD, from code commit to production deployment, ensuring speed, reliability, and security.
• Oversee the management of the hybrid infrastructure stack, including Windows and Linux systems running in virtualised (VMware/Hyper-V) and containerised (Docker, Kubernetes) environments.
• Manage development, staging, and production environments, ensuring consistency, reproducibility, and cost-effectiveness.

Team Leadership and Stakeholder Engagement

• Manage and mentor two specialised teams: QA Engineers (including automation and security specialists) and DevOps Engineers.
• Act as the key liaison between the engineering team and other units (IT Operations, CISO Office, Risk) to ensure compliance with bank-wide policies and standards.
• Provide clear visibility into quality metrics, security posture, and deployment status to the Head of Innovation and other stakeholders.

Toolchain and Automation

• Evaluate, select, and manage the toolchain for QA (e.g. Tenjin, Selenium, Cypress, JUnit, OWASP ZAP) and DevOps (e.g. GitLab, Ansible, Terraform, Prometheus, Grafana).
• Drive the automation of all repetitive processes, including testing, provisioning, and deployment, to maximise efficiency and minimise human error.
• Foster a culture of continuous improvement through blameless post-mortems and iterative refinement of processes and tools.

Required Education

• Bachelor’s degree in Computer Science, Software Engineering, or a related field.

Work Experience

• Minimum five (5) years of experience in a combination of Software Engineering, DevOps, or QA roles.
• At least two (2) years in a leadership or management capacity.
• Mandatory experience in financial services or a heavily regulated industry, with a deep understanding of IT governance, risk, and compliance (GRC) frameworks.

Technical Requirements

• Proven track record of building and managing CI/CD pipelines, preferably with GitLab, in a hybrid Windows/Linux environment.
• Hands-on experience with containerisation (Docker/Kubernetes) and infrastructure-as-code (Terraform, Ansible).
• Experience with test automation frameworks (e.g. Selenium, Cypress, Rest-Assured).
• Experience with security testing tools (SAST, DAST, SCA) and OWASP principles.

Technical Skills

• CI/CD Pipeline Engineering: Expert-level ability to build, optimise, and manage end-to-end GitLab CI/CD pipelines across hybrid Windows/Linux environments, from code commit through staging to production.
• Containerisation & Infrastructure as Code: Hands-on proficiency with Docker, Kubernetes, Terraform, and Ansible for provisioning, orchestrating, and managing infrastructure as code.
• Test Automation: Deep experience designing and executing automated test strategies using frameworks such as Selenium, Cypress, JUnit, and Rest-Assured across front-end and back-end systems.
• DevSecOps: Practical skill in integrating SAST, DAST, SCA, and container security scanning into CI/CD pipelines, applying OWASP principles and Shift-Left security practices.
• Monitoring & Observability: Experience with Prometheus, Grafana, and related tools for real-time visibility into quality metrics, security posture, and deployment health.
• Infrastructure Management: Knowledge of virtualisation (VMware/Hyper-V) and hybrid cloud environments, including environment strategy across development, staging, and production.
