About The Company

The hiring company is an unnamed client in Uganda’s manufacturing sector that is building a new plant in Namanve. Namanve is home to the Kampala Industrial and Business Park, one of the country’s main industrial zones, where many factories and heavy industrial plants operate. The advert’s preference for steel manufacturing experience suggests a heavy industrial operation where construction and commissioning safety carries real risk.

Recruitment for this role is managed by Human Capital Business Solutions (HCBS) Ltd, a boutique HR advisory firm headquartered in Kampala at the 4th Floor, Acacia Mall, Plot 14-18 Cooper Road, with a country office in Dar es Salaam, Tanzania. HCBS works across HR advisory, talent acquisition and development (including its HCBS Academy), risk and compliance advisory, and business process outsourcing. In 2024 it signed a partnership with PECB, the ISO certification and training body, to bring ISO standards training to Ugandan businesses.

About The Role

The EHS Officer will support the management and implementation of all works linked to the construction, installation, and commissioning of the client’s plant project. You will work with project managers to make sure every job meets the required safety standards, write and roll out safety policies and procedures, train all workers including new hires, and carry out daily Job Safety Analysis and work permit issuance for all tasks on site.

Day to day, you will supervise workmen’s compliance with site rules, investigate accidents, injuries, and near-misses, maintain emergency response and evacuation plans, and keep accurate records of inspections, incidents, and training. You will also run regular site visits to check PPE and safety equipment, report findings to the Project Head, and help identify and manage the inventory of safety materials needed on site. The job needs someone comfortable being on site most of the time.

Requirements & Skills

Key Responsibilities

  • Work with the other Project Managers to manage all works to the required safety standards and enforce safety regulations related to the plant project.
  • Develop and implement safety policies, procedures, and practices in line with company standards, industry best practices, and local laws and regulations.
  • Conduct safety training for all workers, including new hires, and ensure they understand and comply with safety policies, procedures, and practices.
  • Undertake Job Safety Analysis and issue work permits daily for all work to be carried out.
  • Oversee the day-to-day activities of all workmen and ensure they meet project safety standards, rules, and regulations.
  • Investigate accidents, injuries, and near-misses, and prepare reports on causes and recommendations to prevent similar incidents.
  • Develop and maintain emergency response plans, including evacuation procedures and first aid protocols.
  • Maintain accurate, up-to-date records of safety inspections, incidents, and training.
  • Conduct regular site visits to identify potential issues, monitor the use and maintenance of safety equipment including personal protective equipment, and report to the Project Head.
  • Assist in identifying all safety-related materials and equipment required for project work, and manage the inventory of these items on site.
