Internal Control Officer at Salaam Bank Uganda
Salaam Bank Uganda is hiring an Internal Control Officer to support the development, implementation, monitoring, and continuous improvement of the Bank’s internal control framework. This is a full-time officer-grade position in the Risk and Internal Controls Department in Kampala, reporting to the Head of Risk and Internal Controls. The role involves reviewing business processes and transactions, identifying control weaknesses, assessing operational risks, monitoring compliance with approved policies, and recommending corrective actions. Candidates must hold a Bachelor’s degree in Business Administration, Finance, Economics, Banking, or a related field with at least 2 years’ experience in internal controls, audit, risk management, or banking operations. About The Role
The Internal Control Officer will review business processes and transactions, identify control weaknesses, assess operational risks, monitor compliance with approved policies and procedures, and recommend corrective actions to strengthen the Bank’s control environment.
The role works closely with business and support departments across the Bank and interfaces with regulatory bodies, core banking system consultants, key customers, and vendors. A unique aspect of this position is ensuring control reviews consider applicable Shariah requirements and Islamic banking processes.
Key Responsibilities
Internal Control Monitoring
- Conduct regular reviews of the Bank’s operational processes and test the effectiveness of key controls.
- Identify control gaps, breaches, and potential operational losses.
- Follow up on weaknesses until they are satisfactorily resolved.
Operational Risk & Control Assessment
- Support the identification and assessment of operational risks.
- Review Risk and Control Self-Assessments (RCSAs), monitor key risk and control indicators.
- Escalate significant issues to management.
Process, Branch & Departmental Reviews
- Assess the adequacy and effectiveness of business processes and identify inefficiencies.
- Review new products, systems, and processes from an internal control perspective.
- Conduct periodic control reviews at branches and Head Office covering cash handling, account opening, customer transactions, documentation, reconciliations, suspense and dormant accounts, and exception reports.
Compliance, Shariah & Regulatory Controls
- Monitor compliance with applicable laws, Bank of Uganda requirements, and internal policies.
- Work closely with the Compliance Department to address identified weaknesses.
- Ensure control reviews consider applicable Shariah requirements and monitor adherence to approved Islamic banking processes and product structures.
- Escalate potential Shariah non-compliance issues.
Reporting & Follow-up
- Track management action plans arising from internal, external, regulatory, and control reviews.
- Maintain an updated database of outstanding control and audit issues.
- Prepare periodic internal control, exception, and follow-up reports.
- Promote awareness of internal controls across the Bank and encourage a culture of accountability, transparency, and adherence to procedures.
Qualifications & Requirements
Required Education
- Bachelor’s degree in Business Administration, Finance, Economics, Banking, Management, or a related field.
Work Experience
- Minimum of 2 years’ relevant experience in internal controls, internal audit, risk management, compliance, banking operations, or a related field.
- Experience in the banking or financial services sector is preferred.
- Experience conducting control reviews, process reviews, branch reviews, or risk assessments within a regulated financial institution is an added advantage.

- Knowledge of Islamic banking and Shariah principles.

- Internal Controls: Knowledge of internal control principles, frameworks, and testing methodologies.
- Risk Management: Operational risk assessment, RCSAs, and key risk indicators.
- Banking Operations: Cash handling, account opening, reconciliations, and transaction processing.
- Compliance: Regulatory requirements, Bank of Uganda standards, and financial controls.
- Data & Reporting: Data analysis, report writing, and Microsoft Office (particularly Excel).
- Shariah Governance: Islamic banking processes and Shariah compliance (added advantage).
