The Supply Chain Specialist (Emergency Preparedness) will strengthen JMS’s emergency logistics capacity, ensuring commodity availability during supply chain disruptions. This role supports Objective 3 of the AFGHS-JMS project: building an outbreak-ready supply chain with clear triggers, buffer stock management, surge distribution capabilities, and emergency simulation exercises.

• Strengthen emergency logistics capacity to ensure commodity availability during supply chain disruptions and disease outbreaks
• Develop and maintain emergency preparedness plans, triggers, and response protocols for the health supply chain
• Manage buffer stock strategies and surge distribution planning for outbreak response
• Design and conduct supply chain simulation exercises to test emergency response readiness
• Coordinate with government, donor, and partner organisations on emergency supply chain preparedness
• Monitor global and regional health threats and assess supply chain vulnerabilities
• Develop standard operating procedures for emergency commodity procurement, warehousing, and distribution
• Build capacity of JMS and PNFP facility staff on emergency supply chain management

Education

• Degree in Supply Chain Management, Pharmacy, or Logistics

Experience

• Minimum 7 years of experience in emergency and outbreak response supply chain management

Technical Skills

• Emergency Logistics: Deep expertise in outbreak response supply chain management and surge distribution
• Buffer Stock Management: Experience designing and managing strategic buffer stocks for emergency commodities
• Supply Chain Planning: Strong skills in procurement, warehousing, and distribution planning under crisis conditions
• Simulation & Testing: Ability to design and conduct supply chain simulation exercises
• Pharmaceutical Knowledge: Understanding of essential medicines, cold chain, and medical commodity management

Soft Skills

• Crisis Management: Ability to operate effectively under pressure during emergency situations
• Stakeholder Coordination: Strong collaboration with government, donors, and health facility partners
• Analytical Thinking: Ability to assess vulnerabilities and design evidence-based response strategies
• Capacity Building: Training and mentoring skills for supply chain staff

• Lead emergency preparedness for one of Uganda’s largest health supply chain organisations
• Directly impact outbreak response readiness across PNFP health facilities nationwide
• Work on a US government-funded project with international best practice standards
• Design and test emergency response systems that save lives during health crises
• Build expertise in health emergency logistics within a respected organisation
